- Primero. REVOCAR las sentencias proferidas por la Sala de Casación Laboral de la Corte Suprema de Justicia, mediante las cuales negó la protección solicitada y, en consecuencia, confirmar los fallos proferidos en primera instancia por el Tribunal Superior del Distrito Judicial de Cali -Sala Laboral- dictados el 15, 16, 21 y 23 de julio de 1999, que concedieron la tutela de los derechos invocados.
- Segundo. PREVENIR al alcalde de Candelaria (Valle del Cauca), para que en el futuro evite incurrir en las omisiones ilegítimas que ocasionaron la interposición de acciones de tutela por parte de sus trabajadores. Igualmente se previene al alcalde para que desde ahora, adopte con carácter permanente los correctivos presupuestales que sean necesarios para asegurar el pago de sus obligaciones salariales.
- Tercero. LÍBRENSE las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
