Primero. REVOCAR PARCIALMENTE la sentencia proferida por el Tribunal Superior de Riohacha y en su lugar CONCEDER la tutela por las razones expuestas en el presente fallo.
Segundo. ORDENAR al ISS, Seccional Guajira, que en el término de cuarenta y ocho horas (48) remita a ROSA MERCEDES VEGA VEGA a un cardiólgo de la Institución o al especialista que estime pertinente para que la atiendan según ya determinó el médico tratante, y en caso de que el especialista recete medicamentos que no estén en el listado pero sean indispensables el ISS podrá repetir en contra del Fondo de Solidaridad y Garantía del Sistema de Seguridad Social en Salud y el FOSYGA deberá reconocer ese valor, dentro de los treinta (30) días siguientes a aquel que se envió la cuenta de cobro respectiva.
Tercero. Por Secretaria, LÍBRESE la comunicación prevista por el artículo 36 del decreto 2591 de 1991.
