- Primero. Declarar EXEQUIBLE el articulo 3deg de la ley 228 de 1995, en el entendido de que la facultad concedida a los estudiantes de los consultorios juridicos para ejercer la funcion de defensores en procesos contravencionales, solo puede ejercerse en caso de inexistencia de abogados titulados en algun municipio del pais, o ante la imposibilidad fisica y material de contar con su presencia.
