Para la actora la norma acusada vulnera el debido proceso el derecho de defensa y el principio de legalidad contenidos en el articulo 29 de la constitucion por cuanto le otorga a la policia unas facultades excesivas.
Procedencia de inhibicion en el caso concreto.
Las demandas de inconstitucionalidad no obstante la naturaleza publica e informal que las caracteriza debe cumplir con unos requisitos minimos como condicion necesaria de admisibilidad y pronunciamiento de fondo.
En el caso concreto es necesario inhibirse de proferir un fallo de fondo por defectos formales de la demanda que imposibilitan un pronunciamiento.
