- PRIMERO. Estése a lo resuelto en la sentencia C-271/96, mediante la cual se declaró exequible el artículo 23 de la ley 136 de 1994.
- SEGUNDO. Declarar EXEQUIBLE el artículo 66 de la ley 136 de 1994, salvo las expresiones "setenta y cinco por ciento (75%) del" y "cincuenta por ciento (50%) del" de su inciso 2o, las cuales se declaran INEXEQUIBLES.
