- Primero. Integrar la UNIDAD NORMATIVA entre la norma acusada y la disposición legal que concedió al Gobierno las facultades extraordinarias en que se fundó para expedirla, esto es, el artículo 1, numeral 3, de la Ley 573 de 2000, en lo referente a normas sobre policía judicial.
- Segundo. Declarar INEXEQUIBLES, a partir de la fecha de su promulgación, las expresiones "...y dictar normas sobre policía judicial en lo que no corresponde a las materias reguladas por los códigos Penal y de Procedimiento Penal", pertenecientes al artículo 1, numeral 3, de la Ley 573 de 2000.
- Tercero. Declarar INEXEQUIBLE en su totalidad, a partir de la fecha de su promulgación, el artículo 39 del Decreto 261 del 22 de febrero de 2000, acusado en este proceso.
