R E S U E L V E:
PRIMERO. Estarse a lo resuelto en la Sentencia C-565 de 7 de diciembre de 1993, mediante la cual se declaró exequible el artículo 28 de la Ley 40 de 1993, que modificó el artículo 44 del decreto 100 de 1980.
SEGUNDO. Declarar exequible el artículo 59 del Decreto 100 de 1980.
