CONFIRMAR los fallos proferidos por El Tribunal Administrativo del Atlantico y por la Seccion Quinta del Consejo de Estado, mediante los cuales se rechazo por improcedente la demanda de Tutela instaurada por Mario Neuman Blanco contra el Consejo de Administracion de la Cooperativa de Productores de Leche de la Costa Atlantica COOLECHERA.
