- Primero. REVOCAR las sentencias proferidas por la Sala Especial de Conjueces del Tribunal Superior del Distrito Judicial de Santa Rosa de Viterbo, del 5 de marzo de 2003 y por el Juzgado
- Tercero. Civil del Circuito de Sogamoso del 6 de noviembre de 2002, y en su lugar DENEGAR la tutela interpuesta por Hector Alfonso Valderrama Leal contra la Direccion Ejecutiva Seccional de Boyaca Rama Judicial y la Pagaduria de la Direccion Ejecutiva Seccional de Boyaca Rama Judicial, por ser improcedente.
