Primero. REVOCAR la sentencia proferida el 2 de noviembre de 1999 por el Juzgado
Cuarto. Laboral del Circuito de Santa Marta. En consecuencia, conceder la tutela en protección al mínimo vital y seguridad social del accionante.
Segundo. ORDENAR al Instituto de Seguros Sociales, Seccional Santa Marta, que en el término de treinta (30) días estudie la situación del señor José Luis de León, y la posibilidad de concederle una pensión de invalidez en el evento en que, en criterios de los médicos y la junta calificadora de invalidez del Instituto de Seguros Sociales así lo estime.
Tercero. Por Secretaría, líbrese, por Secretaría, las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
