PRIMERO. REVOCAR la Sentencia proferida por el Juzgado Unico Civil del Circuito de Ocana (Norte de Santander), por las razones expuestas en esta Sentencia.
SEGUNDO. CONCEDER la accion de tutela solicitada por la Sra. Ofelia Cabrales de Toscano, por las razones expuestas en esta Sentencia.
TERCERO. OFICIAR al Delegado de la Registraduria Nacional del Estado Civil de Ocana para que no reconozca los efectos civiles que podria generar la Resolucion 12.547 por la cual se declaro nulo el Decreto 202 del 4 de julio de 1.974, por haberse proferido con violacion del derecho fundamental al debido proceso.
CUARTO. A traves de la Secretaria General de la Corte Constitucional, ENVIAR copia de esta Sentencia a la Diocesis de Ocana -Parroquia de San Agustin-, al Registrador Nacional del Estado Civil y al Superintendente de Notariado y Registro.
QUINTO. A traves de la Secretaria General ENVIAR copia de esta Sentencia al Juzgado Unico Civil del Circuito de Ocana y al Defensor del Pueblo.
