- Primero. CONFIRMAR las sentencias proferidas por el Tribunal Administrativo de Santander el 15 de mayo del presente año en primera instancia, y por la Sala de lo Contencioso Administrativo del Consejo de Estado, en segunda instancia el veintinueve (29) de junio de 1995 dentro del proceso de la referencia.
- Segundo. Comunicar la presente decisión en los términos del artículo 36 del Decreto 2591 de 1991.
