- PRIMERO. Revocar la sentencia proferida por el Tribunal Administrativo de Bolívar en el proceso de la referencia y, en su lugar conceder la tutela únicamente por violación al derecho de petición.
- SEGUNDO. Ordénase al Distrito militar Nº 14 de Cartagena y a la Dirección de Reclutamiento en Bogotá que en el término de 8 días expida, si no lo ha hecho y si es del caso, la Tarjeta (libreta) militar al solicitante Adolfo Cortecero Bossio o se le explique por escrito si no tiene derecho a recibir tal libreta.
- TERCERO. Para los efectos del artículo 36 del Decreto 2591 de 1991, el Juzgador de primera y única instancia hará las notificaciones y tomará las medidas adecuadas para elcumplimiento de este fallo.
