PRIMERO. REVOCAR la sentencia proferida por el Consejo de Estado, Sala de lo Contencioso Administrativo-Sección Primera, el quince (15) de junio de mil novecientos noventa y cinco (1995) y en su lugar CONFIRMAR, por las razones expuestas en la parte motiva de esta providencia y en cuanto concedió la tutela del derecho de petición, la sentencia proferida por el Tribunal Administrativo de Cundinamarca, Sección Segunda- Subsección B, el veinticinco (25) de mayo del mismo año, dentro del asunto de la referencia.
SEGUNDO. LIBRENSE, por Secretaría, las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
