CONFIRMASE la sentencia de segunda instancia, proferida por la Corte Suprema de Justicia -Sala de Casación Civil y Agraria- el 21 de octubre de 1996, mediante la cual se negó la tutela, por improcedente y no por falta de derecho de los accionantes, y se formularon advertencias a la Administración de Cartagena.
