Primero. REVOCAR el fallo de la Corte Suprema de Justicia, Sala de Casación Penal, proferido el 16 de septiembre de mil novecientos noventa y nueve, al resolver sobre la acción de tutela incoada por Cielo Beatriz Pedraza de Lobo contra el Coordinador Regional del Fondo Prestacional del Magisterio del Atlántico.
Segundo. ORDENAR al Coordinador Regional del Fondo Prestacional del Magisterio el Atlántico que, dentro de las cuarenta y ocho (48) horas siguientes a la notificación del presente fallo, se resuelva de fondo acerca de la solicitud de liquidación y reconocimiento de cesantías parciales hecha por la solicitante en el mes de noviembre de 1998.
Tercero. DESE traslado del expediente y de este Fallo, en copias, al Procurador General de la Nación para lo de su cargo.
Cuarto. Por Secretaría LÍBRESE la comunicación de que trata el artículo 36 del Decreto 2591 de 1991.
