Primero. REVOCAR el fallo proferido por el Juzgado
Tercero. Civil del Circuito de Neiva y, en su lugar, CONCEDER la protección solicitada por Santiago Hernández Navarro.
Segundo. ORDENAR al Gobernador del Huila que, dentro del mes siguiente a la notificación de esta Sentencia, cancele con cargo al anticipo contemplado en el parágrafo 6 del artículo 2 de la Ley 549 de 1999, la totalidad de la deuda contraida con el actor por causa de sus derechos pensionales.
Tercero. PREVENIR a la autoridad demandada para que se apreste a cumplir lo señalado en éste fallo, so pena de incurrir en desacato, y para que en lo sucesivo no repita la omisión que dio origen a la acción de tutela incoada.
Cuarto. Por Secretaria, LÍBRESE la comunicación de que trata el artículo 36 del Decreto 2591.
