PRIMERO. REVOCAR el fallo proferido por el Juzgado Diecinueve Penal del Circuito de Santa Fe de Bogota, el doce (12) de febrero de 1996, y en su lugar NEGAR la accion de tutela instaurada por el senor Jose Domingo Gelvez Arias, por las razones expuestas en la parte motiva de esta providencia.
SEGUNDO. LIBRENSE por Secretaria, las comunicaciones de que trata el articulo 36 del decreto 2591 de 1991.
