- en nombre del pueblo y por mandato de la Constitución,
- R E S U E L V E :
- PRIMERO. REVOCAR las sentencias proferidas por el H. Consejo de Estado, Sala Plena de lo Contencioso Administrativo, el día catorce (14) de septiembre de mil novecientos noventa y tres (1993), y por el Tribunal Contencioso Administrativo de Cundinamarca, Sección Primera, el día nueve (9) de julio del mismo año, por las razones expuestas en la parte motiva de esta providencia.
- SEGUNDO. CONCEDER al ciudadano RODRIGO MARIN BERNAL, la tutela de su derecho a obtener las copias restantes por él solicitadas al Director del Departamento Administrativo de la Presidencia de la República.
- TERCERO. ORDENAR al Director del Departamento Administrativo de la Presidencia de la República, expedir las copias de los documentos solicitados por el peticionario RODRIGO MARIN BERNAL, y pendientes de entregar, en el término improrrogable de quince (15) días, contados a partir de la notificación de esta providencia, si para la fecha de esta última no ha sido resuelta la solicitud.
- CUARTO. LIBRENSE por Secretaría, las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
