Primero. REVOCA la sentencia proferida por el Juzgado Doce Laboral del Circuito de Bogota. En su lugar TUTELAR, el derecho fundamental de peticion de la senora Leonor Benito de Clavijo.
Segundo. ORDENAR al Ministerio de Educacion Nacional - Fondo de Prestaciones Sociales del Magisterio, para que en el plazo maximo de cuarenta y ocho (48) horas contadas a partir de la notificacion de la presente sentencia, de respuesta a la peticion elevada el dia 16 de febrero de 2000 por la aqui tutelante.
Tercero. Por Secretaria General, librese la comunicacion de que trata el articulo 36 del decreto 2591 de 1991.
