- Primero. CONFIRMAR el fallo, del dos (2) de noviembre de mil novecientos noventa y nueve (1999), proferido por el Juzgado
- Primero. Civil Municipal de Tumaco, Nariño, en el proceso de la referencia.
- Segundo. PREVENIR al alcalde municipal de Tumaco y al gobernador de Nariño para que no vuelvan a incurrir en las conductas que dieron lugar a la tutela formulada por el personero de ese municipio.
- Tercero. Por Secretaría, líbrese la comunicación prevista en el artículo 36 del Decreto 2591 de 1991.
