Primero. Por las razones expuestas en la parte motiva de esta providencia, REVOCASE la sentencia proferida por el Juzgado
Primero. Civil del Circuito de Villavicencio-Meta, en la acción de tutela instaurada por el señor HENRY RODRÍGUEZ MENDEZ, en contra del Instituto de los Seguros Sociales Sub-Dirección General de Prestaciones Económicas, mediante la cual negó la acción de tutela y en su lugar CONCEDASE la protección de los derechos reclamados.
Segundo. En consecuencia, DEJAR SIN EFECTO la Resolución No. 026863 del día veintiocho (28) de noviembre de 2003, proferida por el Instituto de los Seguros Sociales Seccional Cundinamarca.
Tercero. ORDENAR al Instituto de los Seguros Sociales, que dicte una nueva resolución conforme a derecho y según la parte motiva de esta providencia.
Cuarto. LIBRENSE, por la Secretaría General de esta Corporación, las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
