- Primero. CONFIRMAR la Sentencia proferidas por el Consejo de Estado -Sala de lo Contencioso Administrativo-, el catorce (14) de agosto de 1997,en relación con la acción de tutela instaurada por el señor Javier Gamboa Rodríguez.
- Segundo. ORDENAR que por la Secretaría General de esta Corporación, se comunique esta providencia al h. Tribunal Administrativo de Norte de Santander (San José de Cúcuta), en la forma y para los efectos previstos en el artículo 36 del Decreto 2591 de 1991.
