  3. Declarar EXEQUIBLE el articulo 136 del Decreto 960 de 1970, "por el cual se expide el estatuto del Notariado", bajo el entendido que esta norma solo se aplica cuando no se trate de concurso y comprende tambien a los companeros permanentes.
