- R E S U E L V E :
- Primero. Declarar INEXEQUIBLE el articulo 3o. inciso 3deg de la Ley 7a. de l991, con la salvedad de la porcion dedicada por el ente publico de que se trate a inversion social, ya que en tal caso si hay lugar a la correspondiente compensacion de ingresos por la via de las rentas especificas de que da cuenta el mencionado texto en la primera hipotesis por un termino de dos anos (primera parte del inciso), y a traves del mecanismo del presupuesto nacional en el
