La precipitada norma fue declarada por consecuencia del fenómeno del niño, la cual trajo la peor sequía en 34 años del país.
Lo anterior, ocasionó una abrupta reducción de la oferta de energía eléctrica que ocasionó profundos traumas en la vida social y económica del país.
