- Primero. Declárase EXEQUIBLE el literal b) del artículo 2o. de la ley 80 de 1993.
- Segundo. Decláranse EXEQUIBLES los numerales 1o., 2o., 3o., literal a), y las expresiones "Los contralores departamentales, distritales y municipales", del literal b) del artículo artículo 11 de la misma ley.
- Tercero. Declárase EXEQUIBLE la expresión "transitorio", contenida en el parágrafo 2o., del artículo 81 de la ley en mención.
- Cuarto. Declárase EXEQUIBLE el artículo 12 de la misma ley.
- Quinto. Por las mismas razones expuestas en la parte motiva, decláranse EXEQUIBLES los artículos 53 y 57 de la ley 42 de 1993, 371, numeral 2o., de la ley 5a. de 1992; artículo 11, numeral 3o., del decreto 2652 de 1991 y 22, numeral 16, del decreto 2699 de 1991.
