- Unicamente en cuanto el Presidente de la República, al expedirlo, no excedió las facultades extraordinarias conferidas, declárase EXEQUIBLE el Decreto 1681 de 1997, "Por el cual se fusiona la Comisión Nacional Ciudadana para la Lucha contra la Corrupción a la Comisión Nacional de Moralización".
