Primero. REVOCAR la sentencia de 12 de enero de 2001, dictada por el Tribunal Contencioso Administrativo del Valle del Cauca, mediante la cual negó por improcedente el amparo solicitado.
Segundo. CONCEDER la tutela respecto de los derechos fundamentales al mínimo vital y pago oportuno de los salarios a la accionante NELLY AMPARO MEDINA BERMÚDEZ. En consecuencia, se ordena al señor Alcalde Municipal de Santiago de Cali, Valle, si es que no lo ha hecho, que dentro del término de cuarenta y ocho (48) horas siguientes a la notificación del presente fallo y cuyo resultado no supere el plazo de dos (2) meses, adelante con prelación las gestiones indispensables para garantizar el pago de Los salarios futuross a que tenga derecho la señora MEDINA BERMÚDEZ, quien para el pago de aquéllos que motivaron su demanda, si lo considera necesario, deberá acudir a la acción ordinaria correspondiente.
Tercero. ORDENAR que por Secretaría General se dé cumplimiento a lo previsto en el artículo 36 del decreto 2591 de 1991.
