Primero. REVOCAR la sentencia proferida el 20 de noviembre de 2000, por el Juzgado Quince Civil del Circuito de Medellin. En consecuencia, CONCEDER la tutela por violacion del derecho al minimo vital y al pago oportuno de os salarios adeudados al senor Jose Norbey Franco Salazar.
Segundo. ORDENAR a la Asociacion de Municipios del Nordeste Antioqueno ASONORDESTE, que en el plazo maximo de cuarenta y ocho (48) horas, si aun no lo hubiere hecho, proceda a cancelar los salarios adeudados al actor.
Si no dispusiere del flujo de caja suficiente para cumplir la orden aqui impartida, dispondra del termino ya indicado para adelantar los tramites pertinentes para la consecucion de los recursos necesarios a fin de realizar el pago senalado, sin que dichas gestiones superen el termino de tres (3) meses.
Tercero. PREVENIR al ente demandado para que en el futuro evite incurrir en las omisiones que generaron la instauracion de la presente accion de tutela.
Cuarto. Por Secretaria, librese la comunicacion prevista en el articulo 36 del decreto 2591 de 1991.
