- en nombre del pueblo y por mandato de la Constitución,
- R E S U E L V E :
- PRIMERO. CONFIRMAR parcialmente por las razones expuestas, el fallo proferido por el Consejo de Estado el día 23 de julio de 1993, en el sentido de no acceder a la tutela instaurada por el señor Gustavo Adolfo Bell Lemus, en su condición de Gobernador del Departamento del Atlántico.
- SEGUNDO. OFICIAR al Procurador General de la Nación para los efectos previstos en la parte motiva de esta providencia.
- TERCERO. ORDENAR que por Secretaría se comunique esta providencia al Tribunal Contencioso Administrativo del Atlántico, en la forma y para los efectos previstos en el artículo 36 del Decreto 2591 de 1991.
