Derecho a la dignidad humana la igualdad la vida la familia y a no ser sometido a tratos o penas crueles de interno recluido en el pabellón de aislamiento de la carcel de alta y mediana seguridad de combita por la negativa del inpec de concederle su traslado a otro penal.
Solicita se ordene al inpec autorice su traslado de centro carcelario.
Le corresponde al estado velar por la salud de todos los habitantes incluyendo a los que se encuentran privados de la libertad.
La sala concluye que el inpec no ha vulnerado ninguno de los derechos fundamentales reclamados por el interno.

CONFIRMAR la sentencia proferida por el Tribunal Superior del Distrito Judicial de Bogota que confirmó el fallo del Juzgado Doce Civil del Circuito de Bogota, en la acción de tutela instaurada por el señor William Fernando Robayo Rico, en contra del Instituto Nacional Penitenciario y Carcelario (INPEC).
- Segundo. Por Secretaría General, LÍBRENSE las comunicaciones a que se refiere el artículo 36 del decreto 2591 de 1991.
