Primero. REVOCAR el fallo proferido por el Juzgado
Tercero. Laboral del Circuito de Buenaventura. En su lugar TUTELAR el derecho fundamental a la seguridad social y a la subsistencia de la señora Serafina Pandales.
Segundo. ORDENAR al Alcalde de Buenaventura que si todavía no lo ha hecho, en el término de dos (2) meses, contados a partir de la notificación de este fallo, proceda a cancelar las mesadas adeudadas, con cargo al anticipo contemplado en el parágrafo 6 del artículo 2 de la ley 549 de 1999.
Tercero. Por Secretaria, líbrese la comunicación prevista en el artículo 36 del decreto 2591 de 1991.
