Primero. REVOCAR la sentencia proferida por la Sala Civil del Tribunal Superior de Bogotá el cinco (5) de noviembre de 1999, y en su lugar CONCEDER la tutela a Luis Humberto Bello Torres, para la protección de sus derechos fundamentales a la salud y a la vida en condiciones dignas.
Segundo. ORDENAR a la Secretaría de Salud de Cundinamarca que proceda al suministro del medicamento Benefix, factor de coagulación IX, al señor Luis Humberto Bello Torres, conforme a la orden que dé el médico tratante, para lo cual se le concederá un término de cinco (5) días contados a partir de la notificación de esta providencia a fin de que proceda a agotar los trámites necesarios para la entrega y el suministro del medicamento.
Tercero. Por Secretaría, líbrese la comunicación prevista en el artículo 36 del Decreto 2591 de 1991.
