- Primero. CONFIRMAR el fallo proferido por el Juzgado Treinta y Cinco Penal Municipal el veinte (20) de noviembre de mil novecientos noventa y siete (1997), al resolver sobre la acción de tutela instaurada por EVARISTO RUIZ ROJAS contra el Instituto de Seguros Sociales.
