- Primero. REVOCAR la sentencia proferida por la Subseccion A de la Seccion Segunda de la Sala Contencioso Administrativa del Consejo de Estado del 23 de marzo de 2000. En su lugar, TUTELAR el derecho al debido proceso del senor Tito Alfonso Villamil Leyton.
- Segundo. ORDENAR a la Direccion General de la Policia Nacional, que en el termino de cuarenta y ocho (48) horas, contadas a partir de la notificacion de la presente sentencia, revoque la Resolucion No. 02688 de septiembre 16 de 1998, en la cual declaro "Deudor del Tesoro Nacional" al senor Tito Alfonso Leyton Villamil, asi como dejar sin efecto la orden de reintegro de la suma indicada en la misma resolucion, y todas aquellas actuaciones que se hubieren adelantado con el fin de hacer efectivo el pago de dichos dineros.
- Tercero. Por Secretaria librese la comunicacion de que trata el articulo 36 del Decreto 2591 de 1991.
