PRIMERO. REVOCAR PARCIALMENTE la sentencia proferida por el Tribunal Contencioso Administrativo de Boyacá, el 25 de julio de 2002, en cuanto no ordenó la emisión, expedición y pago de su bono pensional, y en su lugar, CONCEDER la acción de tutela interpuesta por Hugo Suárez Cortés por esta causa.
SEGUNDO. ORDENAR al municipio de Santana, Boyacá, que en el término improrrogable de quince días hábiles, siguientes a la notificación de este fallo, profiera la resolución correspondiente a la emisión, expedición y posterior pago del bono pensional correspondiente a la pensión de vejez del señor Hugo Suárez Cortés, y remita el bono a los Seguros Sociales para que se continúe con el trámite para el reconocimiento de la pensión.
TERCERO. Para los efectos del artículo 36 del decreto 2591 de 1991, el juzgado de origen hará las notificaciones y tomará las medidas conducentes para el cumplimiento de esta sentencia.
