- en nombre del pueblo y por mandato de la Constitución,
- R E S U E L V E
- Primero. CONFIRMAR, pero por las razones expuestas en este fallo, la Sentencia del 14 de mayo de 1999, dictada por el Juzgado 4º Laboral del Circuito de Ibagué, mediante la cual se denegó la tutela interpuesta por la señora Martha Lucía Quitián Díaz en contra de la Alcaldía y la Contraloría Municipal de Ibagué.
- Segundo. HACER UN LLAMADO DE ATENCION a la Alcaldía Local de Ibagué para que omita, en lo sucesivo, retrasar las transferencias presupuestales necesarias para efectuar el pago de las acreencias laborales de los funcionarios locales.
- Tercero. DESE cumplimiento a lo previsto por el artículo 36 del Decreto 2591 de 1991.
