- Primero. DECLARAR EXEQUIBLES la Ley 409 del 28 de octubre de 1997, "Por medio de la cual se aprueba la Convención Interamericana para prevenir y sancionar la tortura, suscrita en la ciudad de Cartagena de Indias el 9 de diciembre de 1985", y la Convención misma.
- Segundo. COMUNÍQUESE esta decisión al Gobierno nacional por intermedio de la secretaría General de la Presidencia de la República, y envíesele copia auténtica de la misma para los efectos constitucionales previstos en el numeral 10 del artículo 241 de la Carta Política.
