- Primero. Declarar EXEQUIBLE el "Convenio de Reconocimiento Mutuo de Certificados de Estudios, Titulos y Grados Academicos de Educacion Superior entre el Gobierno de la Republica De Colombia y el Gobierno de los Estados Unidos Mexicanos"
- Segundo. Declarar EXEQUIBLE la Ley 596 del 14 de julio de 2000, por medio de la cual se aprueba el citado acuerdo.
- Tercero. Ordenar la comunicacion de la presente sentencia al Presidente de la Republica y al Ministro de Relaciones Exteriores, para los fines previstos en el numeral 10o del articulo 241 de la Constitucion Politica.
