- Primero. Declarar EXEQUIBLE el "Acuerdo para la creacion del Instituto Interamericano para la investigacion del cambio Global -IAI-" suscrito en Montevideo el 13 de mayo de 1992.
- Segundo. Declarar EXEQUIBLE la Ley 304 del cinco (5) de agosto de mil novecientos noventa y seis (1996), por medio de la cual se aprueba "Acuerdo para la creacion del Instituto Interamericano para la investigacion del cambio Global -IAI-".
- Tercero. Ordenar la comunicacion de la presente decision a la Presidencia de la Republica y al Ministerio de Relaciones Exteriores, para los fines contemplados en el articulo 241, numeral 10, de la Constitucion Politica.
