- Primero. Declarar EXEQUIBLE el "CONVENIO DE COOPERACION CULTURAL Y EDUCATIVA ENTRE EL GOBIERNO DE LA REPUBLICA DE COLOMBIA Y EL GOBIERNO DE LA REPUBLICA DE ARGENTINA", hecho en Buenos Aires, el doce (12) de octubre de dos mil (2000).
- Segundo. Declarar EXEQUIBLE la Ley 870 del 30 de diciembre de 2003, por medio de la que se aprueba el citado Convenio.
- Tercero. Ordenar la comunicacion de la presente sentencia al Presidente de la Republica y a la Ministra de Relaciones Exteriores, para los fines contemplados en el numeral 10 del articulo 241 de la Constitucion Politica.
