Por la cual se reforman algunas disposiciones del Código Fiscal y de las Leyes 47 de 1926 y 85 de 1920, se adiciona la Ley 52 de 1931, se deroga la 75 de 1887, se dictan algunas medidas sobre baldíos y se sustituye el ordinal 1° del artículo 1677 del Código Civil
