°. Iniciación e impulso de los procesos. Los procesos sólo podrán iniciarse por demanda de parte, salvo los que la ley autoriza promover de oficio. Con excepción de los casos expresamente señalados en la ley, los jueces deben adelantar los procesos por sí mismos y son responsables de cualquier demora que ocurra en ellos, si es ocasionada por negligencia suya.
