Primero. REVOCAR la decisión proferida por el Tribunal Contencioso Administrativo de Córdoba. En su lugar, TUTELAR los derechos fundamentales a la vida y seguridad social del señor Julio Cesar Zapateiro Rodríguez.
Segundo. ORDENAR al Departamento de Córdoba que en el plazo máximo de quince (15) días contados a partir de la notificación de la presente sentencia, pague las mesadas pensionales adeudadas al actor. Si no hubiere la disponibilidad correspondiente, dispondrá del mismo tiempo ya señalado, para iniciar las gestiones tendientes a la consecución de dichos recursos. Sin embargo, el pago deberá hacerse máximo dentro mes siguiente a la expedición de la presente sentencia.
Tercero. Por Secretaría, líbrese la comunicación prevista en el artículo 36 del decreto 2591 de 1991.
