Primero. REVOCAR el fallo de dos (2) de diciembre de mil novecientos noventa y nueve (1999), proferido por la sección Primera de la Sala de lo Contencioso Administrativo del Consejo de Estado y en su lugar, CONCEDER la protección solicitada.
Segundo. ORDENAR al Gerente de las Empresas Públicas Municipales de Ayapel (Córdoba) que dentro de los quince (15) días siguientes a la notificación de esta providencia, proceda a la cancelación de la totalidad de las mesadas pensionales que se adeudan a José Farid Ayubi Pupo.
Tercero. El desacato a lo aquí dispuesto dará lugar a la aplicación de las sanciones previstas en el artículo 52 del Decreto 2591 de 1991.
Cuarto. Por Secretaria, líbrese la comunicación prevista en el artículo 36 del decreto 2591 de 1991.
