- Primero. REVOCAR la sentencia emitida por el Tribunal de lo Contencioso Administrativo de Cundinamarca, el 5 de junio de 1998, por medio de la cual se negó la acción de tutela iniciada por José de Jesús Ramos Huertas en contra de la Gobernación del Departamento de Cundinamarca.
- Segundo. TUTELAR el derecho de petición invocado por el demandante, ordenando a la Gobernación de Cundinamarca que, dentro de los cinco (5) días hábiles siguientes a la notificación de esta providencia, se refiera al concepto emitido por la Oficina Jurídica de la Contraloría de Cundinamarca sobre los servicios que el demandante prestó al departamento, en los términos de la parte motiva de esta providencia.
- Tercero. LÍBRENSE por la Secretaría General de esta Corporación, las comunicaciones de que trata el artículo 36 del decreto 2591 de 1991.
