- Primero. CONFIRMAR la sentencia del veinticuatro (24) de mayo de mil novecientos noventa y seis (1996), proferida por el Consejo de Estado. En consecuencia, negar la tutela solicitada por la señora Orlina Marinela Rodríguez Palmezano.
- Segundo. Comunicar esta decisión al Tribunal Administrativo de la Guajira, para que sean notificadas las partes, de conformidad con lo dispuesto en el artículo 36 del decreto 2591 de 1991.
