- Primero. CONFIRMAR las sentencias relacionadas con la acción de la referencia, proferidas por el Honorable Tribunal Contencioso de Cundinamarca el 4 de junio 1992, y por el Honorable Consejo de Estado el 15 de julio del mismo año y por los motivos que en este fallo se han expuesto.
- Segundo. Comuníquese la presente decisión al Tribunal Contencioso de Cundinamarca para los efectos legales que corresponden.
