Primero. REVOCAR la sentencia proferida por Juzgado
Segundo. Civil del Circuito de Bucaramanga, el 24 de julio de 1996.
Segundo. CONCEDER la tutela impetrada. En consecuencia, se ordena al Departamento de Santander y al Fondo Educativo Regional de Santander que, si todavía no lo han hecho, procedan, dentro de las 48 horas siguientes a la notificación de este fallo, a iniciar los trámites orientados a allegar los recursos presupuestados para efectuar el pago oportuno de los salarios a Luz Marina Duarte Reátiga, Alvaro Fernández Parada, Iván Alonso Peñaloza Silva, Cancio Emilio Laverde Mantilla, Ana Lucila Quintero Suárez, Luz Amparo Mariscal Chuscano, Martha Cecilia Arenas Arenas, Gladys Socorro Cruces Caballero, Rosa Helena Riaño Riaño y Sandra del Pilar Sánchez Pérez, de todo lo cual se informará, en forma inmediata, al despacho judicial que conoció de la presente acción.
Tercero. LIBRENSE las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
